What are the best specific mods for Oblivion?

Help installing TESIV: Oblivion mods?

I've been trying to install some mods, but none of them are working. I downloaded the files and extracted them to C:\Program Files (x86)\Bethesda Softworks\Oblivion\Data and when I start the game and click on data files to check the box, it doesn't even show up. What am I doing wrong? I tried to watch a YouTube video of someone installing mods and mimic them, but it's not helping. I am on a PC and have the game via Steam.
