Why does steam keep re-downloading games I don't want?

I hate Team fortress 2. I don't want it on my pc, yet, everytime I try to play Gmod it re downloads itself as well as 14gigs of other crap. I don't have much space on my pc because of this so it slows down, quite a bit. Anybody know a way to make steam stop re downloading all the games ive deleted? Things like tf2 and Day of defeat source, games not necessary to run gmod. Why do they keep coming back, its annoying, and it's taking up space. Also, it's not updating the games, they are set to not automatically update, and tf2 isnt even on my games lists, but it shows up whenever i turn on steam.

Garrys mod requires files from other source titles like TF2 and day of defeat, Btw never start a PC gaming question with "I hate TF2" it well get you shot.
