What is PlayStation Home and why can't I get into it?

Cant get into the playstation store or get trophy?

• ok so i cant into the PlayStation store it either says that it is not available in my country/region (i live in Ohio) or it gives my the error code 80023102 and while playing mlb the show i preformed a task that should give me a trophy (you have to rob a home run) but i did not get the trophy and i tried to get to the PlayStation store through mlb the show and it says i have to be signed in to the PlayStation network even though i am. i checked my internet connection on my PlayStation and everything passed and yes i have the latest update

  yes i have the same problem i live in the uk and i have had the same error code and it said not available in my region i think it's just sony's update messing it up and i cant download anything and don't sync any trophies it might make it worse
