No, there is no way to transfer funds from one account to another account. As long as the account that purchased the content is on the PS3, then other accounts have access to the content. This means you can buy whatever it is with the old account, and as long as you keep the old account on the PS3, you can access that content with the new account. This is the only way around the "funds in the wrong account" scenario. If you delete the old account, all other accounts will no longer have access to the content that is associated with the old account, even though the content is still on the PS3. In order to gain access back to the content, the old account would have to be put back on the PS3.
