How can I lower my ping when I play games online on PC?

Can we play play station games on pc without play station?

i want to play games of dragon ball, naruto. but the good games seems to be present on psp only. so is there way to convert them and play on pc. i can play gba,nds games on pc without having gameboy or nds with the help of software called as emulator. so is there anything like that for plasstations also. please help. also a link to such software is appreciable.
