I can't sign into my offline xbox 360 local profiles?

I recently made my live account require a password to protect my credit card info. Now the other local profiles require a live id and password. None of them were made with a live id or password though because none of them have xbox live. However if i sign in and out of my live account they work without a password. Is there a way to fix this.
