Why cant i see my friends profile pictures on fb?

k, so my best friend said to look at one of her cousin's profile pictures not that it matters but me and her cousin have had a thing going on for the past 4 years and dated once but he lives way on the other side of the city we live in and i don't get to see him that often anyways when i tried looking at the picture she was talking about i couldn't see any of his profile pictures i can see all the pictures he was tagged in but not his profile pictures why is that??

If you are not friends on face book than it won't let you view there profile pictures
