What do I do when my Facebook account is disabled?

You can create a new account but you can't use the same email as the old one. My family has 3 accounts so I am fairly sure it's OK to do that. Question, it is possible that a family member could have disabled the account? I had to do that for my significant other because of his job because he couldn't find a way to do it.
