How do I use handwriting on MSN?

I recently downloaded the new MSN 9.0 and the tab for handwriting is there but I can not use it, it tells me?

download Windows Journal Viewer 1.5 and Security Update, are these programs safe to download? I did check my options on MSN and it is checked to do handwriting, but it will not work
