Why cant i upload videos onto youtube?

when i try to click on the yellow box that says upload video the upl has a red X over it and i cant click it

You might have to click on the acceptance of use policy. It should give you a little box to check if you accept the terms of uploading original content and not infringing on copy righted material. check it out and see if that helps.
