How to see comments on youtube video which you cannot comment on?

Basically theres this video people cannot comment on but I want to be able to see the comments that were there, the video is joking about me and there fore I would appreciate it if people could tell me how to see the comments, I have also tried reporting the video and asked friends too but it wont work :( http://www.youtube.com/watch?v=4tmNPK2bsdk

Answer:
You can't see it unless the uploader decides to allow comments again. Also, if you want to report the video, then go ahead. If its making fun of one person, it might qualify as real violence or some sort of hate crime.
