My answer is that I don't know the answer, BUT my purpose for writing is that none the other answers given so far are true. Here's why I can say this: I have put a few videos on youtube, and all of a sudden, one of them comes up featured. It has had maybe 68 views, and has no ratings so far. It's not linked to any website or anything. It's just a cute (short) video of a kitten giving himself a bath, with a canned youtube musical track that fits the video. :) Maybe someone goes through and selects videos they just like? :)

Well, YouTube is now sorta weaving out any "Useless" account. By that I mean, if you ain't getting paid you ain't getting featured. Right now, you may see a video from a "Non-Well known YouTuber" now and then, but slowly and gradually YouTube is weaving us out. To get to a Feature Position, you must have UN COPYRIGHTED content, no music by other bands, strictly your own or from a fellow YouTuber, by PERMISSION, if you can do that, and get good views, comments and ratings your in.

Believe it or not, "Featured Videos" are actually paid for. Basically, YouTube "advertises" your video by placing it in two ways: A) on their homepage in rotation with other "Featured Videos", and B) at the very very top of search results if your video is "relevant" to someone's search. Let's pretend that you pre-pay YouTube $20.00, and tell them that each every video-click is worth 10 cents. That means your video will be "Featured" till 200 people have clicked on your video. After that, your video is no longer "Featured" and you're back to being a regular YouTuber. You should be aware, however, that if you're only willing to pay 5 cents (or maybe even 2 cents) a click, your vid will hardly seem "Featured" or noticed, because a lot of other people who paid more than you will have a greater priority and thus be higher up than you in the homepage rotation and within search results. I hope that I was able to explain it somewhat okay for U.
