If my google adsense has been disapproved before, will I ever be able to get adsense on my account?

Google offered my account to be activated with AdSense. Even though they offered me, I then didn't get the adsense which I didn't understand. So obviously, my adsense is disapproved and whenever I go to www.google.co.uk/adsense it says that my account has been declined. I was just wondering if I'll ever be able to get ad sense on this account now that it's already been disapproved before?

Yes you can get Google Adsense after they approve your website. Therefore, Please re-apply with your website. Before re-applying, you should make your website with unique content, privacy policy page, contact us page in your websites. It helps lot to you to approve your website.
