Why can't I customize my Blogger Blog?

I have done it before, for some reason when I login now I cannot locate the "Layout" tab. I go to the dashboard and all I see is View Posts, Edit, and Post New Blog. I cannot find the customize location.

Well just click on one those those links like "settings" go into the blog. and then see at top of you have the layout tab.
