Answer:
Use a program like Photoshop. Use the text tool for the outline. Make a stoke on the text. Hold CTRL and press the image thumbnail in the layers palette then it will make an outline. Next get the image you want to appear in the text then exclude the image by inverting the selection and deleting the rest of the image. This will make the effect you want.
