Which is the best VoIP service for free pc-to-pc calls?

i used to call my family in Oman (i live in India) using Gtalk, and initially the quality was quite good but suddenly over the past few weeks the quality has been reduced to an almost dial up like clarity. My speed is cable- 256kbps. So what would be the best (most clear) voip service according to my speed to make a pc to pc call to oman. btw, skype is banned in oman, so thats outta the question. Thanks!!!
