US website access by Chinese Internet Users?

In a meeting, I heard that all internet users in China need to pay 6 CNY per month to their internet provider in order to access websites outside China. Is this true? If it is, are there exemptions for university students? My company in the internet software business is looking to expand to the Chinese market (mainland in particular) so this is a concern, as most of our servers are hosted in the US.

If you are in China and you head it . They do . Chinese people do DO not LIE . It is not a good idea to LIE about what the god given government does .
