Problem with web browser cookies?

I have Windows Vista and used Internet Explorer and Opera. Why is it that regardless if I enable cookies, I still get an error message on every site that cookies need to be enabled?

Maybe your Security Level is on "Very High" Check your browser's security level, and make sure it's set to a level which would allow cookies to be saved. (Go to Tools - Internet Properties/Options - Security - Etc)
