Can my Internet Service Provider block me from accessing particular Sites?

I've been using a Russian web site to download music. I now find that my ISP (Virgin) have taken it upon themselves to deny me access by showing a pop up saying diagnostic problem no internet connection! I pay them money to be able to get internet access, surely they cannot play Big Brother like this???

They have the right to refuse you service for any reason they like. Internet service is not some sort of right.

Bigger companies i've seen usually give you a warning about illegal activity. if it continues they can shut off your service. This company may have skipped the warning.

They probably blocked it by filtering it out of their DNS system. Try accessing the site via a proxy.
