Answer:
never heard of ebay using strikes, instead ebay use the method of feedback and ratings: Positive Neutral Negative This you can see by click the number next to your name on the ebay page. The seller may REPORT you to ebay for winning the bid and not paying, and ebay will email you saying that you are required to pay. It is part listed in the terms and conditions of bidding on an item im affraid. When you win an item the seller is billed for listing the item and also a small percentage is taken from ebay selling the item for him/her.. so the seller MAY want you to re-emburse the cost to re-list the item to sell again.

We have to ask, if you didn't want the item, why did you bid for it? When you bid you are entering into a contract with the seller to buy the item if you win. Aside from that, having the winner bidder inform him that he/she doesn't actually want the item gives the seller extra work. He then has to offer the item to the next bidder along. If the bidder who has decided they don't actually want the item was the only bidder, the seller actually has to relist the item. You really should be 100% sure you really want an item before bidding on it. Even this one incident will result in negative feedback and possibly a feeling among future sellers (whose items you bid on) that you cannot be relied upon to actually complete the transaction.
I recommend you buy it and pay for it then resell it again on ebay. The seller can give you an none paid item and give you a strike. Then ebay will look to your account and your feed backs and if you sell Alot ....... before deciding what to do.. Good luck
