How do you make a blog?

i would like to know how you get stared or how to set up were you can make a blog. the type i am trying to make is a art one were day by day i show n talk about the different pieces of art work that make. i don't have any money to like pay to have a blog (if they charge for them) but other them that i would really appreciate that help and thank you.

Believe it or not, you can make a Youtube account and use that for what is called "Vlogging" Also known as Video bLOGGING. :)
