Paypal payment holds -.- How do I get my money?

I recently sold a product for the first time using ebay and paypal, because its my first sale paypal are holding my money for 21 days. I sent the goods on monday. To get my money sooner Paypal state that my buyer must provide positive feedback or i should give proof of postage. Now my buyer has given me positive feedback and im now at a 100% feedback rating. Paypal have still not release their hold on my money and i really need to use it this week, (its over £50). Also i have a receipt that proves i've posted the goods but i don't know how to get this paper receipt to paypal. Basically how do i get paypal to release my money so that i can pay my ebay fees and order some much needed items online?
