Using Webcam with a Link?

I have been having a lot of trouble with my MSN Messenger lately. And my webcam doesn't connect to the software. Is there a site where you could start using webcam and send the link to a friend so they could see you? I went to my IT department at school and he sent me a link, to try the webcam. So I clicked the link and then I could then see him. I think the name of the site started with a "D". Or maybe had a "D" in the name. I want something I could use webcam with people without them having to download any programs. Because it's an issue with my computer. So just to talk to me they would have to download skype, and I don't want that. So if you have any suggestions without any program downloads please let me know!! Thanks!
