if no one person or company owns the internet, what's stopping someone from making a new domain name such as " .aaa " or ".dad like www. hotmail.dad ? there must be someone somewhere stopping us from creating such links, no? so who is it?

Domain Names are controlled by iCann and iCann brings out the Domain Extensions like .com , .net , .org etc.
