How to get started on adoption of waiting child out of own state?

I am single mother of an 19 year old (whom I raised myself) and in my own state I am not allowed to adopt from the waiting child program as I do receive food stamps (please no comments on how I "should not be allowed to parent") and they claim that disqualifies me. However while searching through photolisting of waiting children in other states, I have found a older child whom I would love to adopt but have no clue how to go about getting started. Both the state I am in and the state I am wanting to adopt out of allow interstate adoption but Im wondering if I would also be not allowed to adopt in another state as im not allowed to in my own. If I can do I need an agency or attorney to get started or if I just call my local office for child and family services? Any help is greatly appreciated.

Sorry, but if you don't qualify by your resident state, you won't qualify for out of state either. They will simply throw your application into the trash bin. There are plenty of things you can do to help kids without adopting them. How does it benefit a child to leave foster care and be raised in poverty?

Sarah, I would contact the agency and contact number for the photolisting of the child out of state that you would like to adopt. So far, you're clear with the interstate, but there are many other factors here. The average cost of adoption is upwards of $20,000 out of pocket. There is a homestudy ($2500-3000) and state inspection ($$$$). There are attorney fees ($$$$) which may or may not be for both parties. Depending on how the process works with this agency, if it's like most adoptions, you will pay for your lawyer in your state (which may be a block since it's illegal for you to adopt and illegal for a lawyer to represent/aide/abet you in illegal activity), as well as a lawyer for the baby in his/her state, as well as court costs and new birth certificate. There are also travel fees when going to another state, as well as hotel, car and food and insurance for the child. I don't say this to be a downer or offensive..I am going through an out of state adoption and there are so many fees involved and hoops to jump through already. Being that you cannot adopt in your state, you may jeopardize your own welfare with food stamps and any supplemental income by going around the laws of your state to adopt this child. In the end, you will have an extra mouth to feed and the supplemental food stamps will be gone. That will be a sad new life for a child, and you will feel badly. I'm sorry to say these things.
