Answer:
The Indian poet Bhatrihari who wrote in sanskrit was a great poet after Kalidasa. In these lines it is told that if any one is fond of jewel yet dare not to snatch a jewel from the neck of a tiger. In the same way if somebody is expert in boating below the toss foam of a wreathing sea and Fearless to twine an angry cobra around his neck like a garland, yet should not argue with fools rather its better to try to awake up a dead man. Arguing with fools is more tiring than all those actions.

It's more like a warning against arguing with fool, trying to make him see the light of reason. The three acts of hyperbolic bravery, i.e. putting your hand in the mouth of a hungry tiger, braving a tempestuous ocean and coiling a cobra around your neck - in short, inviting sure death, are nothing in comparison with the futility of the endeavour to hammer sense into the head of a featherbrain. The other three acts will either way, in life or in death, bring you fame. The fourth one will not only waste your time, but somehow will convey the message that you're a fool yourself to have squandered time thus.

The first three lines say "do hard things with courage" – it takes bravery (or stupidity) to "snatch a jewel" from a tiger. The final line is the crux of the poem – it's pointless to argue with idiots, it's easier to try to wake the dead. So, all in all: "do hard things, but only if they're worth doing."

It is saying to tackle life with braveness and fearlessness, and to go after what you want, but it is best not to argue with fools as it is a waste of time, and easier to try to wake the dead. Hope this helps~

I think the main theme of the poem is to be brave and challenge everything in your life. I'm not 100% sure though.
