Answer:
You can donate blood with a tattoo... you just have to wait a year. And if it's a family emergency, there is a bit more leeway in donations since your history would be more well known.

best way to find out: call the local blood donation center, the rules and regulations may change from bank to bank or state to state.
every time i wanted to donate blood I couldn't because I had just goten a tattoo that wasn't a year old yet. :( same with piercings too (which sucks for me again cause i just got my belly button pierced and we have a blood drive next month) you have to wait a year.
You can donate blood even if you get a tattoo. You just have to wait about a year after you get the tattoo to allow time for any signs of infections to come up or to get treated and go away. The only reasons you can't donate blood is if your homosexual (it's illegal in some states for homosexual people do donate, because some people believe they have a higher rate of contracting HIV). Or have a blood born illnesses like hepatitis or HIV (or other diseases that can be passed through blood or blood transfusions). Red cross usually tests your blood to see if they can use it for donation. You can also look them up and see their regulations for blood donation.
Some states make you wait after getting a tattoo, but it is really a smoke screen by your family. Just get the tattoo!
I am sure you can look it up online, but I know that Virginia is a state that you can get a tattoo and still donate blood
FDA guidelines allow potential donors who have received a tattoo to become volunteer blood donors as soon as the tattoo site heals, IF the state where the tattoo was applied inspects and licenses such facilities. Otherwise, there is a one year deferral from application date. Check the state government web site to see if your location inspects.
