First tattoo advice please?

What is wrong with my tattoo? Please help!?

  • I am really upset with my tattoo. I got it about 9 months ago and it still looks crappy... It was supposed to look beautiful and make me smile everytime I looked at. However, it looks very shiny and wrinkled and I can barely see the green color (the green looks like black ink). Is this because of my dark skin complexion (my skin color is similar to lil wayne or 50 cent)? I was looking forward to this tattoo for 2 years. When I got it last July it looked nice and I took very good care of it but it never healed to look like normal skin. Only the black and red colors healed normally, the green leaf design looks very scaled and looks like I have some scarring. This was my first tattoo that I got about 9 months ago. Is the problem with me or the artist? I really need some help guys. If you are good with tattoos can you please give me some advice because I am now considering a retouch-will that be advisable?

    Could be an allergy to the pigments if it's only one colour area.
