I need help from a foot doctor or something!?

For about 5 years with about every step I take my right ankle "pops". When this happens I never have any pain but recently I began running with my sister and just even we are warming up I have noticed pain in the arch of my foot directly below the popping and it gets progressivily worse through ot the workout. Thinking it was the shoes I had didn't have enough support I bought new shoes which didn't help a bit. I read something about sometimes a tendon is shorter than it should be and I was wondering if that's possible or if there are any other possible reasons and if there is something I can do to be able to excercise with out pain. I am willing to do anything from a shoe insert all the way to surgery. I just want an answer so any info. is appreciated!!
