I'm unmotivated to study for a government test. What study techniques should I do?

For example, like read once, take notes, read again, outline, use different colored pens etc. Except those standard techniques never really work. I'll get distracted easily, feel unmotivated, I'm lazy and can't concentrate. No, I don't have ADD, I just have a bad case of procrastination. Is there anything I can do to make studying more fun so I can look forward to it and actually even enjoy it?

What kind of government test are you taking? ACT/SAT? Civil Service Exam? It's difficult to tell you what/how to study if we don't know what you're studying for. Either way, good luck on your exam! : )
