How can my mom get a Libyan passport?

Can my mom get in trouble for taking my older abusive brother passport and leave him in another country?

l have an older abusive brother who is 26 years old, he threatens he will kill me and how much he wants me dead, he has hit me with a belt and almost smashed my head with a metal bar, my mom witnessed this and all she says is she will take him to her country and leave him there with his dad and take away his passport without him knowing, can she get in trouble for this? cant he just get a new one and if he comes back he may be furious and try to kill us? isn't it safer to just call the cops on him?
