Letter asking about proceeding with criminal investigation?

Someone recently had a hit and run with me and fled the scene. I filed a police report, but later on got into contact with the offender by my own discretion. We are currently resolving the problem without any dispute and I do not feel the urge to press charges anymore. I received a letter in the mail from the city asking if I wanted to proceed with a criminal investigation and then providing information or I can ignore it. I choose to just ignore it...so will they not press charges or investigate into the matter?

The state will press charges even if you don't want to now. That's why its so important to be sure when charging someone, that you are sure you want to do it. The state picks up the charges now.
