Traffic CCTV video not for public release and not listed on the Accident Rep. Can it be used in traffic court?

My insurance company was denied access too because the state said "it was not for public release." So does that mean the Officer can't use it in traffic court? The other question is there even an existent of a recoding of the accident there is not CCTV information listing on the Accident Finding by the State Police only one witness account. Also at scene of the accident I was told there were not CCTV cameras in the vicinity.
