How to set a stationary background for my outgoing email?

I need an email contact from a department in the FBI for questions concerning criminal background checks?

• I'm in a foreign country and need a criminal background check from the United States, where I am a citizen. I went to the American Embassy here and they referred me to FBI.GOV to request the check, however a set of fingerprints is required in order for them to complete this request and I don't know whether I can complete their download-able fingerprint card at a local police station here or if it has to be done back in the States. The check is needed in order for me to obtain a work permit here (Romania) and their contact email concerning these types of questions sends me a fail notice whenever I try to reach them ([email protected]) The entire process is explained here : http://www.fbi.gov/hq/cjisd/fprequest.htm and the email is shown under the FAQ section

  how much of a back ground..? have someone in the states go to the local court house and pay to have yours pulled. you might be able to send them with a notorized letter saying that it is ok ..
