Also, in your answer, address the proper role of law enforcement in a free society. I made notes about the three eras of American policing, but I'm having trouble coming up with an idea that is substantiated for the proper role of law enforcement in a free society. I am considering to use the idea of protecting individual rights as the proper role law of enforcement in a free society but have not yet had enough ideas or information to expand on this.   Well law enforcement has nothing to do with protecting individual rights. All the rights covered in the various amendments to the constitution apply only to violations of these rights by the government. For example the 4th amendment protects one from unlawful search and siezure...by the government. It does not protect you from an unlawful search by say your boss searching your desk at work. Therefore the court system would protect individual rights from being violated BY law enforcement. Law enforcement's only real role is to investigate a crime that is either being committed or has already been committed. Even preventing crime isn't really a function of law enforcement. If you think about it even undercover operations, stakeouts, etc are to catch criminals in the act. Not to prevent the crime. Security guards prevent crime. The closest way that law enforcement really prevents crime is by just riding around and being visible in a marked patrol car.
