I have a bruise that's never gone away, is it still considered a bruise? If not What is it?

When i was about 8 I fell on my butt at a Great Skate avoiding to clash into someone else, the bruise never went away and its been about 7 years. It turned into a blue/green color and its just there, it doesn't hurt or anything. But I kinda don't want it there. So what can it possibly be and how can i get rid or it?

i have one on my leg. it really isn't a bruise its just like a broken vein or something in it and i dont really think theres a way to get rid of it. sorry
