Are these talent agencies legit?

So, I'm a 15 year old wannabe actress living in New Zealand, and I want to join a talent agency. I've come across a few, but I'm not entirely sure if they are scams or not. Does anyone know of any scams with these sites, or have used and can vouch for them? The sites are: KAM talent - talent agency for models and actors, very professional looking website with lots of success stories, but mostly for ads and such (though this is NZ, I'm not expecting much more). $50 up front fee, then the rest ($100) is deducted from first paying job. Guaranteed paid work within a year or you get the fee back. You get professionally taken photos for your profile with the sign up fee (but you can supply your own), and free introduction training. You set up an interview to join. I have heard of it before, and it sounds legit, but I heard that talent agencies never charge a joining fee. M&T Models and Talent - $180 joining fee (I think, it's not very clear). There is another website of a different name but it's exactly the same website, which is what made me skeptical. But after having a look at their facebook page, they have alot of people on there saying "you rock" and setting up interviews and the like. Starnow - Not a talent agency as such, just a website. This is the NZ version, but I figure its the same as the US or UK versions. I've come across several people saying that those versions are legit and they have gotten alot of work from there. They have lot of auditions and jobs available on the website, but you have to sign up to apply for them. The sign up is free, but I've heard you have to pay to apply for a job, for the UK version at least. Not sure about the NZ version. So, which one should I go for?

Sorry,These agents don't sound legit due to they should not charge a representation fee unless it is an extras agency (which I suppose you don't want as you want to be an actor not a background artist). Agency's normally make there money of commission and take 10-15% from castings/jobs you get.That is the reason why many agents wont take on new actors because they need to know that you will be good and have experience.The agencies listed above plan to take on anyone just to make some quick money. Legit Agencies do not charge up-front fees of any kind. They take 10% of paying jobs only.
