Where can i find a foreign exchange program that measures by grade and not age?

i am wanting to get into a foreign exchange program from America to japan, but i also want to graduate by 16... i found one (AFS or ASF) that went by age, and you had to be 15 to do it... i want to get in foreign exchange in 10th grade... does anyone here know of a program that goes by grade and not age? thanks ~*Tear*~
