Can an American Assistant in Nursing, study for Certification III in Aged Care in Australia?

Can an Assistant in Nursing in the states study for Certification III in Aged Care in Australia? I'm a Certified Nursing Assistant in America. (Which is the American equivalent of an Assistant in Nursing or Personal Care Assistant in Australia.) I finished training and have a years of working experience as a Certified nursing Assistant. I'll be entering Australia on a Working Holiday Visa (subclass 462.) On my visa I'm allowed to study for up to 4 months. The program itself is under 4 months long. So, I was wondering; could I study for my Certification III in Aged Care at a TAFE program? Do you have to be an Australian citizen or just have a visa that allows you to study?
