I wanted to study in a college but my year 12 results were not good..?

i wanted to study electronics engineering,which college would be the best and somehow cheap for an international student (i am a Tanzanian) and i am ready to start at the certificate level.

There's no such thing as "cheap" when studying abroad. If your grades, test scores, etc, are not outstanding, you need to reconsider both your choice of career and the entire notion of studying abroad. Perhaps you should be looking to become a technician in a two-year program. Perhaps your abilities lie somewhere else entirely. Get real - what are your genuiine abilities and interests? What's your family's financial situation - what further education can they genuinely afford?
