Some games may require you to do this. It is generally safe from what I understand of it, and people can hack into you if you are stupid with personal information, or go places your not suppose to go. If a trusted site/game asks you to do this to work correctly, and provide info on it, you shouldn't worry about hackers.

It tells the router to accept connections on a certain port to a computer. If you run a server behind a normal home router, you will need to port forward the ports it uses, so that people from outside can use the service. Sure, sometimes there's malicious things people can do. You need to keep up on your security. If its a web server, you will get scanned for php and mysql exploits. If you run a game, I think there's less risk, but I could be wrong.
