Does a Private Foundation w/ less then 25k receipts file 990-N or 990-PF?

Charitable organizations with less then 25,000 of gross receipts can file a 990-n post card instead of an official 990 or 990-ez. My question is if a Private Foundation can also file a 990-n if they have less then 25000 gross receipts, or does it need to file a 990-PF?
