Why don't they tax at a much higher rate the companies that move the jobs overseas?

THe unemployment is directly related to the transfer of jobs that companies are moving overseas. While these jobs are transferred, the workers in US arwe getting laid off. The formula should be as follows: tax these companies up to a rate of 45% and lower those that keep the jobs in US to a rate of 15%. Reduce the tax on everyone to a flat rate of 12.5%. Remove the tax on savings.
