if i put 0 allowances on my w-4 form, when i get my w-2 form and file my w-2 with h@R block, does h@r block put 0 allowances when they (H@R) send in my tax form (w-2 form) to the government? or could H@r block put 1 allowance so i could get more money back on my refund (from fed. and state. gov.)??

What you put on your W-4 is solely to tell your employer how much tax to withhold. It has nothing to do with how many exemptions you claim on your tax return. Assuming that you are single and not a dependent, you'll claim 1 exemption, your personal exemption, on your tax return.

When you file your taxes you put the number of exemptions you are entitled to claim. If your single and have no dependents you would claim one provided no one else is claiming you. What you put on your W4 form, tells your employer how much taxes to withhold from your wages to satisfy your tax liability. The deductions you are talking about are not changed on a W-2 form. The W-2 form is the report of how much in taxes you paid during the previous year. It doesn't even show the number of deductions that you filed. Those are put on the W-4 by you. Your employer, and possibly their accountant(s), are the only people who see your W-4 form. Once that is entered in their system, they base your deductions for the year as if you are supporting that many people. If you have H&R Block file your taxes, they will put the proper number of deductions (people) that you should because they will require everyone's full name, birthdate, social security number, etc.
