Can one qualify for a first-time homebuyer's tax credit if their SPOUSE bought a house before but they didn't?

No. In a married couple, must spouses must meet all of the rules even if separate returns are filed. He does not qualify and this disqualifies you.

where are you living? the purchase has to be your primary home since he has owned a home you would have to file married separately and claim only $4000 credit

TRO is guessing again. For the $8000 deal, you must both qualify as first time buyers. For the $6500 deal, you must both own and live in the SAME house for 5 of the last 8 years. You don't qualify for either deal. Filing MFS would not change this.
