strongly recommend NetDog : http://www.netdogsoft.com , it's easy, just add the website to "Always blocked website list" in NetDogAdmin.exe, none will be able to open it.

you can try a web filter. K9 is a freeware web filter for home use. Download at http://www1.k9webprotection.com/index.php
You can download WebofTrust (WOT) for Mozilla Firefox. It's free, and you can set the websites on a blacklist that will pop a warning if the user navigates to a site that is on the blacklist.
One simple way is to use the windows hosts file located in C:\windows\system32\drivers\etc Open it with notepad and add this line: 127.0.0.1 http://www.siteyouwantblocked.com, then simply save. This tells windows to look locally for the website, when it can't locate it you get an error page with IE or FF.
