It's safe to scan my computer on safe mode?

You can scan in safe mode. Not sure if you can system restore in Safe Mode, but you most likely can.

Sure "safe" mode is safe. That is why it's called safe mode. I would not use System Restore because a lot of viruses hide there, so you really don't get rid of any viruses. I personally would, turn off System Restore, restart PC into safe mode by tapping F-8, choosing Safe Mode with Networking. Next download, Update, Run Malwarebytes and SuperAntiSpyware both in Full Scan. When you finish and restart PC back into normal mode, download, Update and run A-squared in Smart Scan. Turn System Restore back on and reset it...

as a matter of fact, i just just got over that problem, this probably wont be much help, but if you go to task manager, go to processes, and study the names, like google the names for ex. winlog.exe, search them up, if any sound fishy, write them down, and do a proccess of elimination and click end proccess, just be carful when you do it because if you end the wrong one, your windows will shutdown. the virus proccess name is a bunch of odd letters like sxafgs.exe or something, somthing that doesnt seem to make sence. hope this helps in any ways!

Most of the time you get a big full page warning telling you that your computer has a virus it is malware. I would first off get spybot search and destroy and then if you don't have a good anti virus then download avg free. Install both of the applications and fully update them and run scans and remove all it recommends. This should take care of your problem. If you are running vista make sure to turn off UAC under user accounts. The best way to scan is to remove your hard drive from the computer it is on and slave it to a different uninfected computer and then run the same applications on that hard drive you will be able to get rid of 100% instead of 95% of the infection.
