What are the best free photo-editing programs available for download?

Why can't i open or download certain programs?

  • I can only open programs by right-clicking, and hitting start, and that only works sometimes. Sometimes it says choose a program to open with as well. Also i can't download any updates, it says application not found, or program not found, or your computer is not allowed to access this program, or takes me back to open file with page... And i have Avira AntiVirus which has detected a couple viruses lately, which have been deleted, but it hasn't found any for a week and i am scanning constantly. I have considered a total reboot, but i am not sure if i need to go that far yet. The files i have are not as important to me as being able to still see videos, update programs, etc... I have most of my Itunes songs on my ipod, and only a handful of pics- no biggie. Also i tried system restore, but it is too late. At first i couldn't open IE normally, then at all, i have to get creative or you firefox to get online, and now i can't watch videos or download a better version of Adobe... Ugh, this sucks!!! Any help? Please??? Thanks for any help... Should i reboot yet?

You might have spyware or virus , go to download.com and download malwarebytes after installation run updata and run see if it finds anything . After scan if it finds it press show result button and clean it. But make sure you update it.
