I have some kind of virus, and it won't let me do a scan or get rid of it, even in safe mode.. what do I do?

when I try opening things like AVG or other malware destroyer programs it says "could not open the specified device or path, windows does not have permission" or something like that. the virus is making the computer start kinda slow, and random websites open themselves sometimes. How do I get rid of it? I tried safe mode, and safemode with networking.. thanks for any help..

Hey, I followed David's advice on doing the clean install and it worked :) took me all day to back everything up though, including a load of Sims games haha Hope this helps :)
