How do I get rid of quarantined files on my computer?

How do I get files off a computer when I can't run windows?

• I need to get some files off my laptop but when I start it up I can't get past the start up repair utility. I can't even start the computer in safe mode it will only run this start up repair. This happened after I got a virus on my computer 'Worm.win32.netsky'. I couldn't start up the computer but manages to run it in safe mode and download Malwarebytes. I ran a scan and it got rid of the virus but when I started up the computer again these other problems started happening. I have tried booting up the computer with the Windows Vista CD and selected the repair Windows option but it just ended up going back to the startup repair. What I need to know is how to get the files off the computer. I could take it to my local computer shop but they will charge around £100 to get the data and reinstall windows. Is there any way I can do this myself? Any help would be much appreciated!
